The President of the Generalitat, Pere Aragonès, and the President of the Spanish Government, Pedro Sánchez, held an institutional meeting on Thursday at the Palau de la Generalitat, which served to reach several agreements to take a step forward in resolving the political conflict and to achieve specific measures to strengthen the welfare and linguistic rights of the citizens of Catalonia.
“We are entering a new stage, we are leaving repression behind and moving towards the resolution of the sovereignty conflict with the state. And on this path we are achieving immediate improvements for the lives of Catalans,” said the President of the Generalitat, speaking after the meeting.
The meeting between the two presidents, which lasted for an hour and 15 minutes, took place in a cordial atmosphere and served to confirm the firm will of both governments to continue making progress for the benefit of all citizens.
Convening of the dialogue, negotiation and agreement round table
Both presidents have agreed to initiate a new phase in the negotiation process to resolve the political conflict between Catalonia and the state, giving impetus to the dialogue, negotiation and agreement between the two governments, which will be accompanied by the negotiation space between the two parties, incorporating an international verification mechanism.
Prior to this, the contents will be worked on in the negotiating space between the two parties, which will continue to meet discreetly and at established intervals, incorporating the agreed international verification mechanism. “An international verification mechanism that should contribute to generating the context, the conditions, the climate of security and confidence in the negotiation, which is essential to be able to reach agreements,” the president pointed out.
At Thursday's meeting, President Aragonès told President Sánchez that the political conflict between Catalonia and Spain must be resolved democratically through a referendum that allows the citizens of Catalonia to freely decide their political future, and this will be the proposal that the Government will take to the negotiating forum. In this regard, the head of the Catalan Government assured that he will defend “the need to talk about the terms and conditions of the referendum and the ways to make it possible”.
Organic Law to Guarantee Plurilingualism
The meeting also served for both presidents to agree on the passing of the Organic Law to Guarantee Plurilingualism during the first session of the Congress of Deputies in 2024. This law will guarantee the right of the citizens of Catalonia to address the General State Administration, and especially the Justice Administration present in Catalonia or with jurisdiction throughout Spain, and to be answered in Catalan.
It will also serve to consolidate Catalonia's educational model and the use of the Catalan language in the Justice Administration and in public media programmes and regional programmes, with the consequent budgetary allocation through the General State Budget for its effective application. Aragonès pointed out that in recent months progress has been made in the institutional recognition of Catalan, and he considers that this new law will be a further step towards “achieving the full normalisation of our language”.
Transfer of the management of the MLI
Both heads of government also finalised the agreement for the transfer of the management of the Minimum Living Income (MLI) to the Generalitat de Catalunya by means of a decree law to be passed by the Spanish Government's Council of Ministers on Wednesday 27 December. Thus, the Generalitat will incorporate the management of this benefit “to deal with the challenges of the fight against poverty, especially child poverty in Catalonia, aligning it with instruments that we already have such as the Guaranteed Citizens’ Income, “added the head of the Executive.
Chip pre-production site (Innofab)
President Aragonès also agreed with President Sánchez to promote the project to set up the Innofab technology centre in Catalonia for the pre-production of chips based on emerging materials – alternatives to silicon. It will be located next to the ALBA Synchrotron and will be part of a network of about ten research centres.
This agreement will allow the project to move forward as quickly as possible given its pivotal nature and its contribution to strategic autonomy. The final agreement will include an adequate funding scheme, as well as a shared and balanced governance structure.
Aragonès stressed that this project “will place Catalonia at the forefront of European efforts to develop a European chip industry” and help Catalonia to play a leading role in the advance towards strategic autonomy in Europe, and he estimated the investment at 300 million euros.
Development of the agreement to finalise the complete transfer of the Rodalies service to the Generalitat de Catalunya
In addition, both presidents have undertaken to begin negotiations to complete the entire transfer of Rodalies to the Generalitat de Catalunya. Thus, a first public meeting will be held in January to begin negotiations to materialise the agreement on the transfer of Rodalies. This meeting will serve to finalise a schedule of meetings to implement the agreement; a timetable for the constitution of the new mixed commercial company to operate the Rodalies commuter and regional rail service in Catalonia; a timetable for the constitution in the first quarter of 2024 of the Generalitat-State Commission to deal with the transfer of the railway infrastructure; and the inclusion, in the General State Budgets of 2024, of the items corresponding to the different concepts, which President Aragonès has set at around 600 million euros.
He also concluded that this transfer of competence is the most important in recent decades and “will serve to update the local train network in our country and, above all, to improve a service that is far from the quality standards that are minimally required”.
Furthermore, both presidents expressed their conviction that the culmination of the de-judicialisation process thanks to the future Amnesty Act will allow the political and institutional dialogue to be tackled in appropriate political and social conditions, and therefore ratified their commitment to the passing of the Amnesty Act. Aragonès claimed that “the amnesty is entering a new phase of negotiation, the phase of resolving the sovereignty conflict with Spain, which we believe should be done more democratically, through the ballot box and through the vote”.
El president de la Generalitat, Pere Aragonès, i el president del Govern espanyol, Pedro Sánchez, han mantingut aquest dijous una reunió institucional al Palau de la Generalitat que ha servit per arribar a diversos acords per fer un pas endavant en la resolució del conflicte polític i per assolir mesures concretes per reforçar el benestar i els drets lingüístics de la ciutadania de Catalunya.
“Estem obrint una nova etapa, deixem enrere la repressió i anem cap a la resolució del conflicte de sobirania amb l’estat. I en aquest camí anem assolint millores immediates per la vida dels catalans i catalanes”, ha dit el president de la Generalitat en la seva intervenció després de la trobada.
La reunió entre els dos presidents, que ha durat una hora i 15 minuts, s'ha desenvolupat en un ambient de cordialitat i ha servit per constatar la ferma voluntat dels dos governs per seguir avançant en benefici del conjunt dels ciutadans.
Convocatòria de la taula de diàleg, negociació i acord
Els dos presidents han acordat iniciar una nova fase del procés de negociació de resolució del conflicte polític entre Catalunya i l’estat donant un impuls a la taula de diàleg, negociació i acord entre els dos governs, que anirà acompanyada de l’espai de negociació entre els dos partits incorporant un mecanisme de verificació internacional.
Durant el primer trimestre de 2024 se celebrarà la primera reunió de la legislatura de la taula de diàleg, negociació i acord entre els dos governs. En aquesta primera reunió, que estarà encapçalada pels dos presidents, l’ordre del dia serà el Diagnòstic Polític de la Situació i el plantejament de propostes per cada part.
Prèviament, es treballaran els continguts en l’espai de negociació entre els dos partits, que seguirà reunint-se amb discreció i periodicitat ja establerta i incorporant el mecanisme de verificació internacional acordat. “Un mecanisme de verificació internacional que ha de contribuir a generar el context, les condicions, el clima de seguretat i confiança en la negociació, que es imprescindible per poder arribar a acords”, ha assenyalat el president.
A la trobada d’aquest dijous, el president Aragonès ha traslladat al president Sánchez que el conflicte polític entre Catalunya i l’estat s’ha de resoldre democràticament a través d’un referèndum que permeti a la ciutadania de Catalunya decidir lliurement el seu futur polític, i aquesta serà la proposta que portarà el Govern a l’espai de negociació. En aquest sentit, el cap del Govern ha assegurat que defensarà “la necessitat de parlar de les bases i de les condicions del referèndum i de les vies per fer-ho possible”.
A més, els dos presidents han mostrat la seva convicció que la culminació del procés de desjudicialització gràcies a la futura llei d’amnistia permetrà abordar el diàleg polític i institucional en unes condicions polítiques i socials adequades, de manera que han ratificat el seu compromís amb l’aprovació de la llei d’amnistia. Aragonès ha reivindicat que “l’amnistia està obrint una nova fase de negociació, la fase de la resolució del conflicte de sobirania amb l’estat espanyol, que creiem que s’ha de fer amb més democràcia, a través de les urnes i a través dels vots”.
Llei Orgànica de Garantia del Plurilingüisme
La reunió també ha servit perquè els dos presidents acordin l’aprovació de la Llei Orgànica de Garantia del Plurilingüisme durant el primer període de sessions de 2024 del Congrés dels Diputats. Aquesta llei garantirà el dret de la ciutadania de Catalunya a dirigir-se a l’Administració General de l’Estat, i en especial de l’Administració de Justícia present a Catalunya o amb jurisdicció a tot l’estat, i a ser corresposta en català.
També servirà per consolidar el model educatiu de Catalunya i l’ús de la llengua catalana a l’Administració de Justícia i en programes i desconnexions de mitjans de comunicació públics amb la consegüent dotació pressupostària mitjançant els Pressupostos Generals de l’Estat per la seva efectiva aplicació. Aragonès ha remarcat que en els últims mesos s’han fet avenços en el reconeixement institucional del català i considera que aquesta nova llei serà un pas més per “aconseguir la plena normalització de la nostra llengua”.
Traspàs de la gestió de l’IMV
Els dos caps de govern també han concretat l’acord pel traspàs de la gestió de l’Ingrés Mínim Vital (IMV) a la Generalitat de Catalunya mitjançant un decret llei que aprovarà el Consell de Ministres del Govern espanyol el proper dimecres 27 de desembre. D’aquesta manera, la Generalitat incorporarà la gestió d’aquesta prestació “per afrontar els reptes del combat contra la pobresa, especialment contra la pobresa infantil a Catalunya, i alineant-ho amb instruments que ja tenim com la Renda Garantida de Ciutadania”, ha afegit el cap de l’Executiu.
Centre de preproducció de xips (Innofab)
El president Aragonès també ha pactat amb el president Sánchez impulsar el projecte per instal·lar a Catalunya el centre tecnològic Innofab de preproducció de xips basat en materials emergents –alternatius al silici-. Se situarà al costat del Sincrotró Alba i s’emmarcarà en una xarxa d’una desena de centres d’investigació.
Aquest acord permetrà que es tiri endavant el projecte amb la major brevetat possible atès el seu caràcter tractor i la seva contribució a l’autonomia estratègica. L’acord final inclourà un esquema de finançament suficient, així com una estructura de governança compartida i equilibrada.
Aragonès ha destacat que aquest projecte “situarà Catalunya al capdavant dels esforços europeus per desenvolupar una indústria europea de xips”, servirà perquè Catalunya sigui protagonista en l’avenç cap a l’autonomia estratègica d’Europa, i ha xifrat la inversió en 300 milions d’euros.
Desenvolupament de l’acord per culminar el traspàs integral del servei de Rodalies a la Generalitat de Catalunya
A més, els dos presidents s’han compromès a iniciar la negociació per culminar el traspàs integral del servei de Rodalies a la Generalitat de Catalunya. Així doncs, al gener se celebrarà una primera reunió pública d’inici de les negociacions per materialitzar l’acord relatiu al traspàs de Rodalies. Aquesta reunió servirà per concretar un calendari de reunions per dur a terme l’acord; un calendari per la constitució de la nova empresa mercantil mixta que ha d’operar en el servei de rodalies de Catalunya; un calendari per la constitució el primer trimestre de 2024 de la Comissió Generalitat-Estat per abordar el traspàs de la infraestructura ferroviària; i la inclusió, als Pressupostos Generals de l’Estat de 2024, de les partides corresponents als diferents conceptes, que el president Aragonès ha situat al voltant de 600 milions d’euros.
També ha conclòs que aquest traspàs de competències és el més important de les darreres dècades i “servirà per posar al dia la xarxa dels trens de proximitat al nostre país i, sobretot, per millorar un servei que està lluny dels estàndards de qualitat que són mínimament exigibles”.
